Statement on the FINIG Revision of February 6, 2026
"Crypto regulation" sounds like a niche issue – until you realize it's really about trust.
The consultation period for the FINIG revision ended on 6 February 2026. It clearly demonstrated how much is at stake: competitiveness, legal certainty, and trust in new payment and crypto services.
The planned introduction of payment institutions and crypto institutions shows how significantly the discussion has shifted. It's no longer about "whether" there should be a regulatory framework, but about "how": enabling innovation while simultaneously being firmly grounded in stability, integrity, and investor protection.
As representatives of the University of Lucerne (Zug Institute for Blockchain Research) and the University of Zurich (Center for Financial Market Research), we submitted a joint statement (PDF, 408 KB). Our objective was clear: legal clarity, technology promotion, and risk awareness must go hand in hand – otherwise, uncertainty will prevail, which benefits neither the market nor Switzerland as a business location.
We are pleased to have been able to contribute our perspective to this process. This revision presents an opportunity to define quality as a key location characteristic – not as an addendum, but as a fundamental principle.
